About CENOR

The safe conduct of military IFR flying operations depends, among other important things, primarily on the availability of valid Flight Information Publications (FLIP) (in this sense FLIP are considered to contain Instrument Approach Procedures (IAP) and Standard Instrument Departures (SID) with all necessary information in the English language, produced and published at specified time intervals). Because NATO aircrews may use the airspace over the entire NATO territory, it is necessary that information of IAP and SID of other nations than the home nation is available.
National production of FLIP is a small scale, cumbersome and labor intensive operation and therefore the adaption of a standardized common FLIP will
- increase the safety of flying operations,
- ensure timely dissemination of FLIP to the pilots to facilitate the conduct of flight operations,
- decrease the production costs of FLIP, and
- save manpower.
The centralized production and distribution of FLIP therefore is the optimum solution.

The responsibility for the management of its airspace and the adoption of procedures for its use rests with each individual nation. But it is common practice to publish foreign procedures based on foreign national publications.
Therefore, there are no objections to the publishing of procedures from several nations on the basis of their calculations and designs in a common booklet.

It is therefore the intention of participating nations to centralize the production of FLIP by publishing the Central and Northern Region Flight Information Publications (CENOR FLIP).

It is a co-operative project of the Armed Forces of Belgium, Czech Republic, Denmark, Germany, the Netherlands and Norway.
